个人及工作简历
1970年生于湖南。英国剑桥大学(圣三一学院)法学博士、厦门大学法学博士。现任西安交通大学校长助理兼法学院与国际教育学院院长、最高人民法院司法案例研究院副院长(挂职)。中组部 “千人计划”国家特聘专家、教育部“长江学者讲座教授”、“国务院政府特殊津贴专家”;英国剑桥大学劳特派特国际法中心Senior Fellow、牛津大学出版社国际期刊The Chinese Journal of Comparative Law主编;国际比较法科学院(IACL)Titular Member、美国法律科学院(ALI)Member;亚洲国际法学会(AsianSIL)执行理事、中国国际法学会常务理事、中国国际经济法学会副会长;陕西省法官、检察官遴选(惩戒)委员会第一届主任、陕西省人民政府法律顾问。
应国家有关部门邀请多次参加中美双边投资协定(中美元首确定的“最重要经济事项”)谈判并为其提供专业学术支持;应邀出席国际比较法大会(ICCL)并做45分钟主题总报告;出席欧洲议会专家听证会、世界经济论坛E15投资政策专家小组会、能源宪章部长级会议并做大会报告;出席并主持美国国际法学会(ASIL)年会、世界国际经济法学会(SIEL)双年会主题报告会。
先后主持教育部教哲学社会科学研究重大攻关课题、国家社科基金项目、外交部、商务部、陕西省社科基金重点项目等重点国际国内课题10余项。在牛津大学出版社、荷兰Brill出版社、英国牛津哈特出版社等国际著名出版社出版中英文著作10余部并主编“China and International Economic Law”(Hart)、“Silk Road Series in International Economic Law”(BRILL)等国际专著系列;在European Journal of International Law、American Journal of Comparative Law、《中国社会科学》、《中国法学》、《法学研究》等权威国际与国内法学期刊发表中外文学术论文数十篇。成果获得教育部高等学校科学研究优秀成果奖、中宣部“优秀引进版图书奖”、钱端升法学成果奖、陕西省哲学社会科学优秀成果奖、福建省哲学社会科学优秀成果奖等多种奖励。
